Minimum Operating Standards

Scottish Cycling is committed to helping clubs create progressive, inclusive and safe environments. Our Minimum Operating Standards set out the policies, procedures and safeguards needed to support your club and its members. Where regulated roles apply, additional Workforce Requirements ensure the right checks and training are in place.

Minimum Operating Standards

To affiliate with Scottish Cycling, your club or race team needs to meet the requirements below.

Everyone needs these

  • ·Governing document
  • ·An elected committee (with an annual AGM) for clubs or a race manager for teams
  • Active British Cycling membership for committee members / race manager
  • Data Use Policy
  • Equality Policy
  • Communications Policy
  • Anti-Bullying Policy
  • Disciplinary Process
  • Appropriate Codes of Conduct
  • Safe Recruitment Process

Workforce Requirements

Clubs & Teams with regulated roles must also meet the Workforce Requirements

Not sure whether your club or team has regulated roles?

You have regulated roles if your club or team works with under 18s or protected adults.

The Workforce Requirements are:

Appointed Wellbeing and Protection Officer (WPO), they must possess:

  • A PVG linked to the club through Scottish Cycling
  • Child Wellbeing and Protection in Sport (CWPS) training
  • Wellbeing and Protection Officer (WPO) training
  • An active British Cycling membership
  • To have updated these on JustGo

Committee Members who manage the club must possess:

  • A PVG linked to the club through Scottish Cycling
  • An active British Cycling membership
  • To have updated these on JustGo

Club members carrying out regulated roles must possess:

  • A PVG linked to the club through Scottish Cycling
  • Child Wellbeing and Protection in Sport (CWPS) training
  • An active British Cycling membership
  • To have updated these on JustGo
  • It is the individual’s responsibility to maintain their First Aid training (where required)

What happens if requirements are not met?

Throughout the year, anyone carrying out a regulated role must meet the relevant requirements.

If somebody in a role does not meet the required criteria, they must not carry out that role. In the instance where someone does not meet the criteria and carries out the role, they will either be breaking the Disclosure (Scotland) Act or will not meet the insurance criteria set out for BC insurance.

Affiliation checks

At affiliation, the Safeguarding Team in conjunction with the Club Development Team will decide on whether a club can affiliate, to do this, we will consider:

MOS conditions being met:

  • All requirements must be met before affiliation.

Workforce requirements being met:

  • Appointed a WPO with PVG and 1 safeguarding training course in place, with second training course booked.
  • Committee or Sub-group all with PVG where required.
  • An appropriate number of coaches/leaders/activity helpers with PVG and safeguarding training in place. To determine an appropriate number, we will consider the club activities and size of membership. We understand that this is an ongoing process of re-training. Any volunteer without PVG or safeguarding training in place is not permitted to undertake a regulated role.
